For the most part yes. Bar carts typically have a rail around their shelves in order to hold bottles and glassware in place. They are also mainly meant to be used standing up. For tea service and tea cart use you may want to find a design that has a lower height and a low rail to allow for easy access to the teapot, milk and sugar dishes when seated.
