Don't know. Never tested it. It's always plugged in. I have like 8 of them throughout the house so I'm sure I'll have some light if the power goes out.
No, it is a unit that plugs in, just as any nightlight. But it stores up energy, so if the power goes out, it still lights up. It gives out a LOT of light, I have it plugged in near my drapes so that only a portion of it peaks out, but I'm very happy with it.
This is a great night light and power outage light. It has a great wide range of light...lights up a large area and very inexpensive on energy costs. I am buying several more for my kids and grandkids. As for the power outage feature, it is Wonderful! Gives all the light you need!

We bought this as a nightlight for our sunken living room as accident prevention. Being able to control the direction of the lights is very helpful. My one complaint, and its kind of amusing, is that the lights are almost too bright if you have them shining down a hall towards a bedroom. Otherwise, well done.
