I was going to say no, but actually the answer is "sort of". You connect a bar with a threaded tube attached to the opening of your junction box, run your electrical connections through the threaded tube, make the connections in the "box" attached to the light itself, close the box and secure with two small screws, one on the top and one on the bottom of the light box. So the actual wire nuts and connections are inside the rectangular "box" attached to the light. The circular cover just butts up against your junction box and the outside wall.

I have four of these mounted on patio cover posts. I can confirm they are a warm light. They give a nice subtle color at night. I will likely change for LED soon to save electricity.
BEST ANSWER:The light "bulb" is sealed inside behind a glass top. While the light fixture would be exposed, the fixture seals and protects the bulb and wiring, etc from the elements. I have them mounted on patio cover posts and they get rain/sun exposure.
